Spencer Bartlett - Commissioner Picture

Commissioner Spencer Bartlett grew up in Columbia, Missouri, and graduated from Rock Bridge High School in 1996. In 2000, he graduated magna cum laude from the Honors College at the University of Missouri-Columbia with dual degrees in Business and Spanish. While at Mizzou, Commissioner Bartlett studied abroad in Costa Rica. In 2003, he earned his law degree from the University of Texas-Austin.

Upon graduation and passing the Texas Bar, Commissioner Bartlett worked for the law firm of Haynes and Boone at its home office in Dallas, Texas, where he litigated a variety of business and intellectual property matters in both state and federal court. While he enjoyed his time in Texas, Commissioner Bartlett always wanted to return home to Missouri.

Commissioner Bartlett began his career in public service in 2009 as an Assistant Prosecuting Attorney for Boone County, Missouri. During this time, his cases ranged from minor traffic offenses to felony assaults with weapons. He conducted hundreds of evidentiary hearings and trials during his eight years as a prosecutor. Commissioner Bartlett also served on Boone County’s Drug Court team.

In 2017, Commissioner Bartlett joined the Missouri Department of Revenue as its Deputy General Counsel and was promoted to General Counsel in 2019. In these roles, he worked with attorneys, investigators, auditors, and related staff in a variety of areas, including tax collection, motor vehicle compliance, and administrative driver license litigation. Commissioner Bartlett also work closely with the Executive Team and Leadership Team to fulfill the department’s mission to provide every customer the best experience every time.

In 2021, Commissioner Bartlett had the honor of receiving his appointment to the Administrative Hearing Commission by Governor Mike Parson.

Commissioner Bartlett is an active member of the Crossing Church in Columbia, enjoys sports, smoking meats, and spending time with his wife and their twin sons.
