Alana Maria Barragán-Scott was appointed to the Administrative Hearing Commission after serving three years as Missouri's director of revenue.
Originally from St. Louis, Ms. Barragán-Scott graduated from the University of Missouri in 1985 with a dual major in Biological Sciences and Psychology, and from the MU School of Law in 1990 with a juris doctorate. After law school, she clerked for the late, Hon. William Billings, of the Missouri Supreme Court. She was an associate counsel for Department of Revenue in the early 1990's.
She joined the Missouri Attorney General's Office in 1993, where she worked for over 15 years, handling a variety of cases including tax, desegregation, charter school funding, ballot title challenges, concealed carry, and other complex litigation and appeals. One position she held there was Deputy State Solicitor, in which she reviewed and edited civil appellate briefs, motions, writs and petitions for certiorari prior to filing, and helped prepare assistant attorneys general for appellate arguments. She also supervised legal education programs.
She also served as an adjunct professor of law at the MU School of Law for a total of four years, where she taught legal research and writing, and appellate advocacy.
She then returned to the Department of Revenue in 2009, serving as its deputy director and general counsel before her appointment as director later that year. While director, she served as the Vice Chair of the Multistate Tax Commission, and was on the Board of Trustees of the Federation of Tax Administrators.
Ms. Barragán-Scott received a Best Brief Award from the National Association of Attorneys General, for Excellence in Brief Writing in the United States Supreme Court, 2001 term. She has frequently lectured at continuing legal education programs for the Missouri Bar, and authored, edited, and updated several chapters for the Missouri Bar desk book series.
In addition to the Missouri Bar, she is a member of the bars of the U.S. Supreme Court, the Eighth Circuit Court of Appeals, the United States District Court for the Eastern and Western Districts of Missouri, and the state of Illinois.
